Special Vehicle Lane Enforcement


Nobody likes sitting in traffic, and nobody likes rules that don’t make sense. That’s where smart lane enforcement steps in. By keeping a sharp eye on dedicated bus lanes and T2/T3 transit lanes, compliance cameras make sure unauthorized solo drivers don’t sneak in the priority lane. It’s all about protecting priority corridors and keeping public transport moving and on time. Less bottleneck, more flow.


Vehicle Occupancy Detection


Vehicle Occupancy Detection is a CSL innovation developed in collaboration with Auckland Transport to support smarter, safer, and more efficient enforcement of Bus and Transit Lanes. As cities look to encourage public transport, ridesharing, and better use of existing road space, occupancy detection provides transport authorities with a practical way to improve compliance, protect priority lanes, and support network performance and
optimisation.

Designed to Solve a Real Transport Challenge


In 2020, CSL began working with Auckland Transport to explore a better approach to bus lane and transit lane enforcement. At the time, enforcement relied heavily on transport officers manually reviewing camera footage or monitoring lanes in person. This was resource-intensive, inefficient, and often exposed staff to abuse from motorists.


CSL designed and developed the hardware and integration required to capture side-on vehicle images suitable for occupancy detection. These images are then sent to Auckland Transport’s computer vision system for analysis and enforcement processing.


Proven in Operation


Since developing the solution, CSL has installed over 100 Vehicle Occupancy Detection camera’s and integrated systems. The technology is gaining traction beyond Auckland, including a recent installation in Whangārei, with interest from NZTA for main arterial routes and on-ramp enforcement.


New Zealand Innovation with Global Potential


The ability to capture side-on imagery for vehicle occupancy detection is understood to be a world-first capability. CSL holds worldwide rights to sell the hardware and integration solution, including the associated analytics pathway, and is exploring wider market opportunities.


Developed to solve a local challenge with Auckland Transport, Vehicle Occupancy Detection shows how CSL’s innovation capability can turn practical transport problems into scalable, real-world solutions.

Red-Light Running Enforcement


Red-light running cameras help improve intersection safety by identifying vehicles that enter intersections after the traffic signal has turned red.


By reducing red-light running, these systems lower the risk of serious intersection crashes and contribute to safer outcomes for motorists, cyclists, and pedestrians.


Average Speed Enforcement


Unlike traditional spot speed cameras that monitor a single location, average speed enforcement measures a vehicle's speed over an entire section of road. Using cameras positioned at entry and exit points, the system calculates the average speed travelled across the distance. This encourages drivers to maintain safe speeds throughout a journey, rather than slowing only when approaching a camera.

Average speed enforcement is widely recognised as one of the most effective tools for achieving sustained speed compliance and improving safety outcomes across transport networks. From motorways and state highways to urban intersections, CSL helps road controlling authorities deploy enforcement technology that improves compliance, changes driver behaviour, and ultimately saves lives.
